all apps should use language settings from user preferences

IMHO all OpenERP (GTK,WEB,Koo, BI) applications should use the language from res_users.context_lang for displaying the application and module text and not the one stored locally in ~/.openerprc or whatever.... to allow login from different computers / platforms / applications
