config-server with rabbitmq cluster

The config server has to be corrected to make it work with a rabbitmq cluster too. Right now, it just works with one rabbitmq node. The following scenarios can be considered
1. The config server should be able to work with one rabbitmq node
2. The config server should be able to work with HA queues with rabbitmq cluster managed by a load balancer
3. The config server should be able to work with multiple rabbitmq nodes with HA queues
