Support full pluggable SmartNIC offloads

Currently, there is support for full vrouter offloads in downstream R3.1 and R4.x. This blueprint proposes to implement full offloads in master by using a plugin framework. While this opens the door for third-party plugins, support and testing of them are not expected to fall onto the TF community.
