Add OpenContrail Neutron plugin support for Neutron RBAC. OpenStack user should be able to create Neutron RBAC policies to share virtual networks or FIP pools within selected tenants. Shared networks and FIP pools are visible and accessible for end user via OpenStack (API, Horizon).
