Economic Attention Allocation

Attention allocation handles the spread and transfer of importance (short and long term) among atoms and MindAgents. It uses an economic framework of paying wages to atoms/agents used to perform tasks that lead OpenCog to achieving goals. Atoms/MindAgents also pay rent for using resources and importance is conserved throughout the system.
