Delay Install if Windows Installer is running/Windows Updates

It would be nice if the Windows Agent checked to see if the windows installer was running before triggering a launch of a package.

This can be done by checking the existence of this registry key "HKLM\Software\Microsoft\Windows\CurrentVersion\Installer\InProgress"

This could be a package config option, so only those that want to use it can use, or only packages that might conflict/use the windows installer (msi) can enable it.

If the windows installer is already running, which can indicate windows updates being installed, or another install happening, then the agent could do a few different things. It could delay the launch for a certain amount of time and then continue. That delay could be hard coded or set globally or in the package config. It could just skip the package and go to the next package, or end the install pass. The agent would try to deploy again the next time it is run.

I keep running into failed package deployments because windows updates are also being installed at the same time, which is why I would like this feature.
