Create Separate Framework Project With 2.5 Features

As an initial step, we'll create a separate buildable project that is functionally equivalent to the NUnit 2.5 framework. Bug fixes through 2.5.1 will be included. Tests will be runnable under the NUnit 2.5.x console and gui runners.
