Possibility to write a TAR Snapshot file

This blueprint is for a functionality that is mandatory for the Snapshot management functionality.
To be able to manage snapshot (rebase, delete, export ...) we need to be able to write and modify a SNAR file. this has been introduced with Snapshot version 1.5 .
The implementation shouldn't be difficult though.
