Zones API moved to extension

Zones are not a part of the basic OpenStack API and are not required for simple deployment so they should be included as an extension instead of in the base API.

Looks like we might take a step back with zones and remove it from the API altogether. Once that's sorted out, we can close this once zones is no longer exposed as a faux-core part of the API.
