Download Images using BitTorrent (in XenServer)

The proposal here is to use BitTorrent to speed up builds in a cluster. The main advantages being, this should speed up builds even when the image is not cached and reduces considerably our need to continually add more Glance-API nodes within a cluster.

The ultimate goal would be for BitTorrent to supplant Glance-API entirely, using BitTorrent on the compute nodes (of which we have plenty :-) and Swift (which is already built to scale) without having the bottleneck of a fixed number of Glance-API servers in between.
