xenapi network info model compatibility

There is a network info model which nova uses to pass network info around. This model is currently not being used by the virt layer. This causes certain problems due to the limitations of the original network_info format and related expectations for ipv4 subnet information always being included. This blueprint specifies that the xenapi should be improved to work with the network info model.
