Make XenAPI compute operations idempotent

Long running compute operations run the risk of being interrupted do various failures, including software upgrades of nova-compute. Making operations idempotent and deferring acknowledgement of RPC messages until operations are complete will allow operations to be restarted safely when nova-compute is restarted.
