XenServer (xenapi) HA Nova Network

Nova Network supports an HA mode which conflicts a bit with the model used by XenServer of deploying in a DomU. It is possible for it to work if we don't mind routing traffic through the DomU. This blueprint is primarily a spike to discover if this method is sufficient, or if some additional work needs to be done to move the HA stuff into dom0. Output of this blueprint should be a set of instructions for HA mode in XenServer.

Support for diablo + XS 5.6 + ha network has been added to devstack. See https://github.com/openstack-dev/devstack/tree/master/tools/xen and https://github.com/openstack-dev/devstack/blob/master/tools/xen/build_domU.sh. I've done my best to make the code documented, but if anything is not clear let me know.

Since this doesn't require code changes, I'm marking this complete.
