Network injection in XenAPI

The libvirt connection has the facility to inject network configuration into a new instance by modifying files. The same feature needs to be implemented for the XenAPI backend. It should also support Windows network configuration via XenServer tools.
This blueprint does not cover live reconfiguration of network settings in running VMs.
