Add Rate Limiting Capabilities in Nova Front End Driver

Volume rate-limiting can be done in back-end (Cinder storage back-end) or front-end (Nova hypervisor virtual disk driver). Implementing such feature in front-end has following benefits: 1) enables rate-limiting for all back-ends regardless of built-in feature set of back-ends; 2) allows Cinder to have unified IO control over all back-ends.
