A weigher function to make use of volume affinity.
To reduce latency it may be desired to try to place an instance on a host which contains a volume assosiated with this instance. This can be done implicitly with a specific weighter function enabled, which takes into account volume affinity. This will result in an instance scheduled anyway whether the host with the volume was available or not.
