VMware: add SR-IOV support

SR-IOV is one of the important features in vSphere to meet the low latency requirements of NFV workloads.
Nova has support for SR-IOV with Xen and libvirt drivers for few releases. For
VMware vSphere users, the ability to create instances with virtual functions (VFs) is not yet implemented in
OpenStack. This blueprint adds feature parity in VMware driver for SR-IOV support.
