vmware drivers resource pool refactors
In the VMware API the Resource Pool object is a more fundamental compute construct than the idea of a host, cluster, or vCenter. The driver should be written from the ground up to use this fundamental construct throughout its operations.
In addition, the use of the 0th resource pool in some contexts yields the "transparent" root-resource pool but in other contexts, a resource pool may contain nested resource pools which are slices of compute resources inside a host, cluster, or datacenter.
