Expose resource policies

The VC is able to place VM's within resource pools that exist withing a cluster. With the directive of a flavor extra-spec the admin can ensure that a specific instance will be places in defined resource pool in a cluster.
An example is nova flavor-key eli set vmware:
This will place all VM's from this flavor in a resource pool called edges
