VMware drivers' cache cleanup code improvements

The VMware drivers currently do not clean up their datastore caches efficiently. This can cause there to be VMDK and IMG cache files left on a datastore even after all instances that use the cache file have been removed. The blueprint should develop a standard way for VC and ESX drivers for VMware to detect stale cache files and to clear them without breaking running instances.
