Configing ESXi firewall to allow vnc port automaticlly

Now when openstack work with vmware, users should config ESXi firewall to allow vnc port.
although openstack can use mks modeinstead of vnc, mks mode expose ESXi port to user directly and is unsafely.
So Automaticlly configing firewall is very useful for user and reduce user operations.
