Enable VM communication channel for power management

Introduce support for network operators using VNF that require to balance power and performance. Power consumption can be modulated by leveraging HW power features and controls (e.g. frequency scaling) depending on the traffic load, allowing for management and costs advantages. A communication channel has to be enabled at VM boot time for the VNF to control such HW features via a power governor (agent) running on the host.
