Dynamically pin vCPUs to some pCPUs per VM

CPU pinning is the capability to run an instance's virtual CPU (vCPU) on a specific physical CPU (pCPU) on a host, where some of the pCPUs are reserved in advance for the purpose of QoS. It is expected that those pCPUs can be allocated to vCPUs dynamically when the instance is affected by other noisy neighbors but it is running critical missions so its QoS must be guaranteed.
