Virtual Functions High Availability

User may request a Guest machine with PCI device(s) of network type(s) passed through from the host (PCI Passthru). In a situation where two or more devices are requested and Virtual Functions (VFs) of SR-IOV are provided Nova can't guarantee the VFs will be from the same are from the same or different Physical Function (PF. In a scenario where Guest configures Link Aggregation (LA), nic bonding on the above devices and both/all of them are provided from the same PF on the host a failure of the physical device will cause Guest disconnection. Ability to mitigate such situation by providing VFs from different physical devices is required to assure High Availability of the services running in the Guest.
