Improve usability of booting guest with SR-IOV

This blueprint describes the addition of a new boot argument to the network options in order to be able to specify a VIF model of type SR-IOV for network attachments. This feature improves the usability of SR-IOV network devices. Currently booting a guest with NIC SR-IOV attachment requires the user to first create a Neutron port making it a multi-steps procedure.

This was rejected on the grounds of not wanting to add more proxy/orchestration complexity to nova when the user can simply create the port in neutron first and then provide the port to nova. -- mriedem 20180806
