Nova scheduler filter for Veritas HyperScale

The purpose of this blueprint is to add a new nova scheduler filter for Veritas HyperScale. This filter will allow for VM placement using storage characteristics determined by Veritas HyperScale for OpenStack. This filter will communicate with Veritas HyperScale storage services to determine the metrics used for filtering.
