Update the response data of the hypervisor stats API after overcommitting

The vcpus total is calculated according to the actual number of cpus of the compute node, while the number of vcpus used is calculated according to the number of overcommitted vcpus of each VM. This causes an unreasonable display of the hypervisor stats chart on Horizon. RAM usage is also similar.
