Support flavor update
Currently, OpenStack can only update flavor extra_spec but not vcpu, memory or disk and some customer might want to update those attributes for the flavor at run time so a new API such as "update" was needed to support this.

We have implemented new nova flavor-update to update the existing flavors. The existing flavours can be updated by admins just like flavor-create implementation. Can we propose the fix to the existing openstack branch ?
