Sometimes organizations change priorities and need to transfer the ownership of resources to another organization. This blueprint allows the transfer of ownership of an instance in Nova from one tenant to another.

https://blueprints.launchpad.net/nova/+spec/transfer-instance-ownership has existed for years, so just push your spec against that and make yourself the owner now. There was history and an old spec behind that older blueprint so it would be nice to maintain the history here and make sure the previous reasons for not doing this are still taken into account. -- mriedem 20180904
