tranfer instance between tenants

it's useful to admin user when deploy instances for other tenants.

in some cases,instances need to be booted from the specific host,but common user don't have this permission.

just like volume transfer function in cinder.

only admin user can tranfer instance will be good to prevent common users to make errors.
