Support for specifying AZ when restore a shelved server

If the current instance is in the ``SHELVED_OFFLOADED`` status, the ``instances`` database table AZ is None, and the AZ of the instance recorded in the ``request_specs`` database table is the AZ of the original instance, this change comes from [1].

The purpose of this update is to specify AZ when unshelving the instance and update the AZ of the target instance in the ``request_specs`` and ``instances`` database tables to the AZ present in the system specified by the user.
