Support "scheduler_hints" as a subset of "server" when creating instance

Scheduler_hints can be provided both in the TOP level of request body and as a subset of "Server" dict in request body in "JUNO" and "KILO". But it only supports TOP level in "Liberty" and "Mitaka", but according to the NOTE in scheduler_hints.py, we are planning to support scheduler_hints as a subset of server again. Then inside subset version will be more understandable for users.
