Report KVM hypervisor_type in hypervisor API

If libvirt virt_type is kvm or qemu, GET /os-hypervisors/details returns hypervisor_type='QEMU' regardless of whether the backend is KVM accelerated or not. (https://bugs.launchpad.net/nova/+bug/1195361)

This blueprint changes it to return hypervisor_type='KVM' if KVM acceleration is used.
