Support --all-tenants in floatingips-list

Python-novaclient supports an --all-tenants flag when listing floating IPs. Support for this flag was reverted out of nova-api because the API change did not go through the proper design discussion. The change was never reverted out of python-novaclient. Users expect to be able to list all tenants's floating IPs when in reality nova-api does not support it. This blueprint aims to reintroduce support in nova-api.
