Create the core library that will do rollback/resumption for use in the rest of the state-management

The core library for resumption and rollback and state management tracking is needed before the other pieces of the state-management work can land, this code can be left off as it will not affect any of the surrounding code (since said surrounding code does not use this library until later changes).
