Move the stats out of the resource update periodic task

Currently the resource tracker update the stats information in the update_available_resource periodic task. I think this is not necessary because the instance information is not dynamic one.

Currently we already track the instance state change in update_usage() in resource tracker, so we need only fetch the instance information at start time, then it will be enough.
