Add ability to use image providing ssh instead of openvpn for cloudpipe

Cloudpipe provides a way for users to get routed into their project's vlan (if using the vlan networking mode). This blueprint will provide support for having an image that runs an ssh server (an instance of which is referred to as a "bastion host") and have a mechanism for providing a list of users and their public keys to the instance for configuring ssh access.
