Ability to set hosts as spares

As a system admin, I want to have a certain number of spare hosts in a cell. When another host goes down, I can use the spare machine for a chassis swap, or if the cell is full, I can enable a spare and migrate VMs to it. When a host is set as spare, it means no VMs are on it and none will be scheduled to move towards it.

Once service-update and host-aggregates work in cells, this will be possible to do in the client:

Just update-service to set the host disabled, then move it into the 'spares' host aggregate.
