Smarter USB Devices

For legacy QEMU-derived reasons, libvirt will always add a USB controller on x86-64 hosts by default. Oftentimes this can be unnecessary, particularly if non-USB input devices are used. We should modify nova so that it will no longer add these unless necessary.
