add configuration item to set virtual machine swapfile location

Currently, disk.swap(the swapfile of instance) is created in the instances_path(deflaut is /var/lib/nova/instances/<vm-uuid>,the base file is in /var/lib/nova/instances/_base/swap_xxx). We should add configuration item in nova.conf to set virtual machine swapfile location seperatedly. With such a feature enabled, swapfiles can be placed onto a specified storage, e.g. a SSD, seperatedly, which will improve the performance.
