Expose flags disable-terminate and shutdown-terminate

Nova currently supports internally two flags related to termination of a server:
1. disable-termination - allows or prohibits termination via public APIs.
2. shutdown-termination - server is terminated when stopped if this flag is set.
Both flags were required by EC2 API but exposed only partially in nova's EC2 API.
Now full implementation is provided by the new EC2 API implementation on stackforge, so nova's public API should start exposing these two flags.

Removing milestone as blueprint is not get complete. In fact the nova-spec is still being reviewed. --johnthetubaguy 22nd June 2015
