Multiple process workers support for nova-scheduler.

Multiple scheduler workers can make use of the multi-processors, so that enhance the performance of nova-scheduler. Make it easy to launch a bunch of scheduler processes on a host.

Adds a new option 'scheduler_workers' to [DEFAULT] group of nova.conf

This blueprint is so simple that I don't submit a specification.

We don't really need a blueprint for this, and given the placement-claims blueprint in Pike, we should just be able to do this for the FilterScheduler at least, so I'm going to mark this as superseded by blueprint placement-claims. -- mriedem 20180214
