Build to a specific cell or host via the API

There is currently no method to build to a specific cell or host via the API, without using availability zones. These are critical for users of cells, especially as an operator that may need to test different parts of the infrastructure.
This change would implement a new filter for specifying a cell and/or host on a build to pass as a scheduler_hint on provisioning.
