Support scheduling of VM's NICs to different PFs

In SRIOV scenario, it is a common use case that a VM has two NICs and users want to have the two NICs scheduling to two VFs that are backed by two different PFs. As a result, if one NIC goes down, the VM can still use the other NIC for redundancy.
