Add quota of root disk and ephemeral disk
Currently, nova support quota of vcpu, memory, but there is no quota of root disk and ephemeral disk.
In some cases, user may create instance with a flavor which has high root disk but low memory or low cpu. So I want to add quota about these two things.
Since the resource-reporter see root disk and ephemeral disk as solid stuff "local_gb". For match the conversation, I'd like to add a new quota named 'local_gb' to implement this blueprint.
