Add support for RISC-V architecture in OpenStack

Currently, OpenStack doesn't support managing physical hosts and VMs on RISC-V architecture. As RISC-V becomes more widely adopted, OpenStack should extend support to RISC-V, allowing users to run OpenStack on RISC-V hardware, manage virtualization resources, and further grow its ecosystem. This would involve updating core features like compute node scheduling and VM creation/management to ensure seamless integration of RISC-V hardware with existing OpenStack components.
