Recover instance from database data on error at resume guests state

The nova tries to recover instance from database, in case of the
resume guests state is enabled and we get error during resume instance.
In this case we want the following behaviors::
- Rebuild instance, if replacemented hardware (e.g.: disk failure) and local instance files is disappeared
  and instance definition from libvirt is missing.
- Restore definition into libvirt, if replacemented hardware, instance definition from libvirt is missing,
  but instance files is not disappeared, because it was stored on shared storage.
- Set instance state to error, if the problem is other featured
