Set a non disk resize (only CPU/RAM changes) to happen without the disk copy
Currently all resize operations presume a disk resize, making the resize operations take a lot longer than they should for CPU/RAM changes.
Ideally if the resize only involves a CPU/RAM change then the resize should be done on the same host without the disk copy, assuming the appropriate resources are available on the host (or the instance is booting from block/shared storage).
