Create a reserved aggregate filter

A reserved aggregate filter only allows certain tenants to use hosts in an aggregate that has been marked for their use. If a request has the scheduler hint 'reserved_pool' the host will be selected if it is marked with the tenant's id. If the hint is not present the host will not be selected if it is marked with any tenant id, including the one in the request. This has will allow tenants to have reserved hosts to use for a specific purpose. The tenant may chose to put an instance in their reserved pool or not - hence the hint.
