Remove deprecated vmware driver

the vmware driver in nova has been ill maintained for years.
over several release we have deprecated and undeprecated the driver due to lack of mainatnce and ci
in 2023.1(antelope) we marked it as experimental and deprecated. it is not time to finally remove the in-tree support.

Proposal in this BP is to remove the vmware driver because it is not
tested, no maintainer, and its dependencies is also retired.

With this driver going, we need to return 400 error code for the below APIs as
those are only for vmware driver

1. Get mks Console old deprecated API:

    POST /servers/{server_id}/action (os-getmksConsole Action)

2. mks protocol support from new API for remote console:

    POST /servers/{server_id}/remote-consoles

The vmware specific object files will also be removed i.e. vmware migration data object.
